About the Program
Beginning December 8, 2026, New York construction employers will face new reporting pay and shift-cancellation pay obligations under recently enacted legislation signed by Governor Kathy Hochul. The law generally requires covered construction employers to provide employees with up to four hours of pay when they report to work but are not provided work, and two hours of pay when a scheduled shift is canceled with less than 12 hours’ notice.
